Cebu Business Park: Why Cebu's CBD Still Anchors Visayas Real Estate

Published 2/1/2026 · By Heinrich Picar

Cebu Business Park (CBP) is Ayala Land's premier mixed-use district outside Metro Manila — 74 hectares in central Cebu integrating Ayala Center Cebu, multiple office towers, hospitals, schools, churches, and a sequence of residential phases. CBP has been the Visayas' most prestigious commercial-residential address for two decades, and it's still the benchmark.

The Solinea narrative

Alveo Land's Solinea community spans multiple phases over the years. The community is now in its final phase — **Cerule at Solinea** — which closes out the residential master plan with a city-resort-style residential addition. Unit sizes range from 25 to 104 sqm.

Why Cebu real estate behaves differently from Manila

Cebu's economy diversifies away from BPO toward tourism, manufacturing, shipping, and IT-BPM. The buyer pool includes:

- Cebuano professional families — primary residence near work - Manila-based investors diversifying outside Metro Manila - Foreign retirees (US, EU, Australian) attracted to Cebu's lifestyle and lower cost of living - Filipino-Chinese families with multi-generational presence in Cebu

Cebu Business Park's structural advantages

- Walking-distance to Ayala Center Cebu (one of the country's most-visited malls) - Adjacent to Cebu Doctors' University Hospital - 30-40 minutes from Mactan-Cebu International Airport (international and domestic flights) - Anchored by sustained office demand from BPO, IT-BPM, and shipping

Comparison with Cebu IT Park (the other Cebu CBD)

Cebu IT Park is younger, faster-growing, and BPO-anchored. CBP is older, more diversified, and has more entrenched retail. IT Park has more rental yield from BPO worker tenants; CBP has more capital appreciation stability.

Why now for Cerule

Cerule is the final phase of Solinea. Final-phase residential at mature estates often appreciates faster than earlier phases because (a) the estate's amenities are fully built out, (b) the ground-up infrastructure already paid off, and (c) scarcity (no more new Solinea inventory) supports prices. Buyers who got into earlier Solinea phases have generally done well; Cerule is the closing window.
